Sorry to hear they aren't available at Belvoir anymore, that's a shame.
You shouldn't have to pay for parking when you are at SOG ~ when we went we just pulled up like we were checking in and there are places to park for a "limited" time. We were able to leave our car parked there and head into the ITT desk, no problem at all.
