I thought it was just in part of DCA. Does it use up the whole park? So are any parts of DCA open to non-ToT guests?

The park is closed before the party. They clear everyone out before reopening to ticketed guests for the party.

We went last year, I'm trying to work out dates so we can go again. Kids had a BLAST.

So do you think a 15yo boy who is ovah the whole Character side of things would enjoy it or should we just send him to ride Space Mountain etc?

Best to ask him as the party will go on past Disneyland closing hours and if you send him to Disneyland then where would he go while you are at DCA. He could get the candy and ride the rides while you were trick or treating.

Have a family meeting and discuss this with him.

Agreed, he might like the fact that the crowd is significantly smaller and lines for rides will be shorter.
