I just have a few questions. Do you need a regular admission ticket to attend the special event? Also, it says it starts at 7:00 PM what is the earliest time you would be able to get in?

You can enter as early as 4pm with just the MNSSHP ticket.

You do not need a regular admission ticket to attend a special event. If you are asking about the Halloween party, in previous years you were able to enter the park as early as 4:00. So assuming nothing changes, they will start letting people in at 4. Look for signs or ask a cast member, only certain lines are open specifically, for Guest with only "party" tickets to enter.
