Question. I've heard they can even photograph you unexpectedly and approach you asking if you have memory maker?
Also how is the quality of the videos taken?

It not uncommon for them to come up and ask you if you want your picture taken. It's less common that they ask you after they take photos, but it happens. Come to think about it, I believe that happened to us at Prince Charming Regal Carrousel. Was a little creepy at first, but glad she did, because they were very cute photos and much more candid shots because the girls didn't know they were being photographed. Probably some of our favorite shots.
Can't tell you about video quality. Our last trip was in 2013, so video was not an option.
I've been debating whether to get Memory Maker as well. How long are the lines typically? If it's something we can do relatively quickly, we might go for it, but I'm not sure I'd want to wait too long every time.
It can really very depending on the location and what they are shooting. In general though, it's little of no wait.
Honestly, I found that I was more likely to stop for a photo, when I see a PP photographer taking a picture of a family, than when one is just standing there not shooting. Usually we're up next of maybe just another family is in front of us. It's also not that uncommon that a PP photographer will come up to you and ask you if you want to be photographed.
That said, if your getting photos taken at a character meet and greet it definitely add to the wait time. For example a M&G for a Princess at World Showcase can be a half hour wait. If they have a PP Photographer, and most do, it will add too the wait time, but if your willing to wait that long in line an extra few minutes is well worth it.
Just looked at a photo collage I have on my wall from our trip in 2011. Out of those 24 photos, 13 are Memory Maker photographs. Most are group photos, and 4 are in front of landmarks and 9 were from Character M&G.
