You edit them in the web site first. Then if you have purchased the Memory Maker option you can download all the pictures.

Actually you can do both. I first downloaded a full, unedited set just in case I made an error and deleted something I wanted. Then I went back to do my edits. You can download as many times as you want. You can also download only the pictures that you want. You don't have to download all of them.
