The last time I was at Disneyland when I was four, I was disappointed that I didn't get to meet Minnie Mouse. Looking back, the way my mom handled it was brilliant. She told me Minnie was at Disney World in Florida that day, which made sense to me because she couldn't be in two places at once. Anyway, I'd love to fulfill my childhood dream and finally meet her. It's not a big deal if I don't and she's "at Disney World" again, but is there a time/place where she's more likely to be or is it completely random? Either way, I'm go excited to go back and be a kid again! :)
 
Watch the app for times for her to appear at her house in Toontown and also in Town Square.
 
In May 2016, Minnie Mouse appeared pretty regularly near the fountain outside Carthay Circle. It was easy for us to grab a photo with Minnie, although that could have simply been due to good timing.

Daisy and Donald Duck also appeared pretty regularly in the same area. I don't recall ever seeing Mickey Mouse.
 

She's at her character breakfast at Plaza Inn, Surf's Up breakfast at PPH, in rotation at Town Square until at least an hour before the afternoon parade, in her house in TT, in rotation in BVS until an hour before WOC and she's in the rotation for the Visa meet n greet. As PP said, check the app for times.
 
I just want to say I've done Surf's Up 3 times and Minnie has never been present so that one is by no means guaranteed. I'm confident that she meets daily in the parks though. I met her at her house just last month.
 
Most of the Fab 5 rotate around Town Square in the morning, we saw Goofy, Mickey, Minnie and Donald all out Monday and Tuesday morning this week. Then around 6ish we were waiting for the photopass with the big pumpkin on Main Street and Mickey and Minnie came out together in their Halloween outfits.
 
Our easiest time meeting Minnie was getting to the gates of Toon Town about 10 minutes before it opened (an hour after regular park opening). Mickey and Minnie come out, and (in our experience at least) dance with people a little, then take young kids with them to walk into Toon Town first. Then you just follow the crowd! We had Mickey and Minnie done in under 30 minutes, including the wait time before TT opened.

In our case, we went to Mickey first, and kind of fast walked, so we were like the 3rd group in line, and got to meet him on his porch instead of the barn. Then, we walked right through Minnie's house, and met her after waiting less than 5 minutes.
 
Minnie "should" be easy to find. I say that because it took several visits before our DD finally met her, but that was partly our fault. We kept hoping to find her on Main Street, which we eventually did. Characters appear on Main Street throughout the day. She also has a house where she meets guests. In the morning she meets out front of her house, later in the day she meets in her garden behind her house. Mickey also meets at his house. Both houses are walk through attractions. Minnie can also be found at the Visa Meet and Greet if you have a Disney Visa card. And she does have her own breakfast as someone mentioned, but you have to pay for the breakfast to be able to see meet her there.
