I see that you can stop by City Hall to see where a character will be that day. Is there anyway that we can get a list of characters that will be out or is that prohibited?

There is no overall compiled listing they will give out. On the main day's schedule a handful of meet and greets will be listed. This is the only hardcopy listing of character meet and greets you can get. However, you can definetly get a verbal confirmation of a specific character's whereabouts.

Yup just ask the CMs that day, they can find out. I once had a CM call to find out if Brer Rabbit was going to be around that day.
