If I understand correctly, once you stand in line to meet A & E, you get to meet Cinderella as well. One wait, two meetings. Does this work both ways? A & E fast passes are always gone, but I can usually get Cinderella. So if I get one for Cinderella, can my granddaughter meet A& E without a second wait in line? Or at the very least, if it's one combined line, will the Cinderella FP work the same as A&E?

Nope, there are two separate lines:
One for Anna and Elsa, and another for Cinderella and Rapunzel.
 
You don't meet all those characters together. They have the same building/location, but Anna and Elsa meet in one area together, and Cinderella and Rapunzel (I believe) meet together. So you would need one FP for either set. Getting one for Cinderella would in no way help you to meet A&E though.
