MDE?

YES and NO.
If you are the chief planner, it makes life much easier if you control the dining ressies, fast passes, etc.
But if they are knowledgeable Disney fans, or if they have an existing MDE account, they can handle their own MDE.
You can do it either way.

When they have MDE, as you enter the guest name on your reservation and tie it to their email, the system will recognize that they have a MDE. It will send them an email requesting their permission to have you manage their reservation for them. If they say yes, you can make dining reservations, fastpasses, etc. on their behalf - when you will be there also.

I found that I could make dining reservations for my daughter and her husband, except that on one night they will have dinner by themselves and we will watch the little one. Since I would not be there, I could not make the reservation, so my daughter made it herself.

As far as fast passes go, it can be handy if you have different groups going through the parks together, to allow them to set their own fast passes. You just want to be sure that they do not inadvertently cancel the FP for everybody.

Everyone and anyone can have an MDE account. You don't even have to have a room reservation or tickets to have an MDE account. All you need is an email address.
