If you do a one day/one park pass and choose to do IOA, will you still get in to Mardi Gras at Universal Studios?

No...you would need to purchase the one day/one park ticket to the Studios.

So, if a person wants to do IOA, they're better off doing the 1 Day/2 Park Access to get into Mardi Gras, correct? Do they sell seperate tickets just to the parade & concert on Saturday nights?

Last year there was an after 6pm ticket for Mardi Gras but I'm not sure if that's going to be offered this year. If so, there won't be any information on it until later. The 2 park pass is the way to go.
