a) In the Art of Animation in Disney Studios - it is on the back wall near the exit between the shop and the sound booths (I spent a long time in this area as DD had a whale of a time with her dad in the sound booths)

b) The character is Mowgli as it's a scene from Jungle Book

I'll give you a tiny clue with this one - It's a very large picture - a three part mural and it is on a wall inside a Disney park - inside an attraction in fact - this is the middle section. If everyone is still struggling, I can give you another section.
