Was just looking at the park availabilities and see that there aren't any openings on 3/15. Does anyone know why it's all booked that day? Would a park hopper be able to hop in the afternoon if it's all booked?

So far there have not been any park hopping restrictions after 1pm since the parks reopened.

Yes - as long as you have a park reservation for 3/15.

Not sure about that Tuesday. I was initially imagining that it was because Tuesdays are typically cheaper for one-day tickets, but that's not the case there (unless it was cheaper initially). Some schools have Spring Break - maybe some weird part of the math.

That's the week I'm there. It's spring break week (for locals, several states, and in Canada). My prediction is that whole week is gonna be booked up pretty quickly. Single ticket reservations at DCA have been unavailable that week for awhile - only a matter of time for the hoppers, too.

My understanding is the reservations don't impact park hopping. It's CAPACITY that will affect hopping.

Since they sell the same number of tickets every day, and seem to be selling out most days, the only thing I could see happening is the right set of circumstances that cause DL to reach capacity on any given day, and prevent hopping over from DCA.

For example, if everyone with a hopper that reserved DCA for the morning, decides to move over to DL after 1pm, and everyone with a hopper that reserved DL decides to stay put.

Anyone know if either park has hit capacity since they implemented the reservation system?

I called up customer service and they told me that the only time they hit capacity was New Years Eve

Every indication so far is that - with maybe that one exception - they've kept reservation capacity low enough to allow for parkhopping. So even if the parks are entirely "sold out", there's still capacity left in the parks themselves. (It'd make sense for them to lock down NYE - given the choice, certainly everyone would prefer to spend midnight at DL.)
