Many food and store venues closed

When I was a IOA/US many of the food booths and stores were closed. What's up with that? Are the crowds really that low to close so many of the stores and food booths?

I noticed the same thing last week... we were staying at Portofino and almost all the stores were closed there, including the coffee shop and ice cream parlor!!
