BOG is a QS at lunch with no real dedicated server like you would have at a TS so YMMV regarding anyone there acknowledging a birthday.

We are going to have to cancel then. Regarding that, the reservation for BOG is tomorrow at 2:00. If I cancel now, will I be charged. Too many posts of people expecting freebies- like you point out everyone is celebrating everything (at one time someone posted about a button for their daughter selling the most Girl Scout cookies or something like that). Disney can’t upgrade all rooms and hand out free food to everyone! Pay for room you want and birthday dessert. If you get pixie dusted you are in the minority and lucky!
