Making ADR with 1 year old

when selecting how many guest do we mark them as guest in the per person reservation since they won’t be eating?

Yes. Anyone entering the restaurant needs to be on the ADR.

The fire codes mean everyone has to be accounted for, and some tables accommodate extra room for a lap child or high chair better than others.
