Yes that was the page that I linked in my original post, I couldn’t find it in the terms and conditions page at checkout though. Found it now thanks to them, but I went ahead and just cancelled the rental and will save money with Mears now.

Costco wouldn’t rent to me unfortunately because im 24. It’s insane the amount of extra fees I have to pay because im 24 years and 9 months old, but when in three months it won’t be an issue.

I'm sure there's a reason rental agencies pick 25. Just like most hotels you need to be 21 to check in.
