Mail was delivered twice today

For the OP the logical answer is your mail that was supposed to be delivered was already sorted and ready to go, may have already been on a post office vehicle even. If it was already sorted it would have been inefficient to re-sort everyone's mail (to ensure a single person had all their mail in one vehicle) that was intended for Wednesday just to deliver it with Thursday's mail not to mention depending on the route that vehicle for Wednesday needed to take may have then needed to be rerouted not to mention it's possible then that not all the mail could have reasonably fit in one vehicle causing a second vehicle to be needed or missed mail for a day for other people.

You see it as wasteful that a second vehicle came along but I see it as efficient usage of trying to keep the mail on track. The fact that the first set of mail came so early in the morning lends much more to that mail having already been ready to go for Wednesday delivery and yet unable to make it.
 
we rarely get 2 deliveries but when it is the second is thought to be a manager doing packages etc and not the usual person doing the route again.
 
Flashback to the days when many northeast cities had twice a day mail delivery. In Baltimore it lasted until the early to mid 1960s.
