Classic reason is what I witnessed in December. Watched while a guest was loading his stuff out of his car in a purloined cart. Well, said guest didn't watch it and it promptly rolled across the parking lot and hit a car driving in to park. They dealt with that for over an hour, security got involved. Suits got involved. THAT is why Disney doesn't want guest to take carts off on their own. Happens all the time but isn't supposed to.
