Nope, there is no free shuttle from airports to the DLR. There is a Disneyland Resort Express, operated by Grayline (not associated with Disney), or Super Shuttle, Karmel, or other services available.

There is no ME at DL. There are several third-party shuttle companies, however. Most mentioned here are Disneyland Express and Super Shuttle.

Yep, not enough demand for it, as there are far less DLR onsite guests that fly in versus WDW onsite guests that fly in. Add in there are about 5 or 6 airports people fly into for Southern California, and you quickly see it'd be much more challenging than WDW.

As others have said, no ME. But I took the Disneyland Resort Express from SNA in January and it worked well. It was easy to find, leaves every 30 minutes (I think). You do have to deal with your own luggage, but they will store it under the bus for you. I paid for mine when I booked my vacation package.
