Our flight if on time will get to Orlando at 3:30 PM, would a 6:30 Hoop Dee Doo ADR be pushing it? We are staying at POP.
 
That would be cutting it too close for me. Even if you could make it using Uber/Lyft from the airport and then a Minnie Van from Pop to HDDR, what if your flight is delayed for weather/storms/any other reason?
 
That timing is marginal at best. We figure 90 minutes from airport gate to resort and 90 minutes from resort to restaurant as typical travel times using Disney transport. The HDDR transport may require a bit more time since you need to go from POP to Fort Wilderness and then take the internal bus at Fort Wilderness to get to the HDDR venue. With 3 hours between scheduled arrival and ADR, you would be pushing the limit. I myself would not risk it.
 
I wouldn’t do it.
Once you land you need to taxi to a gate 10-15 minutes. Then you need to deplane, waiting for everyone in front of you to gather their Carryons and move 5-15 minutes. Then you have to take the Monorail and walk to DME. Then check in and wait for a bus. Varies. Could be immediately could be 20-30 minutes. Then 30-40 minute drive to WDW property and your stop. Average time using DME IS 90 minutes. Then you have to check in, stow your Carryons and head to the POP bus stop. That could be a 20 minute wait. You have to transfer to FW Transportation. Best choice isat MK. Take the boat. Could be a 20 minute wait. 20 minute trip. Then walk to Pioneer Hall.
That is if everything goes perfectly and you land on time.
You could pay for aLyft/Uber from the airport to POP and a Minnie Va from POP to PioneerHall. But that is getting costly.
It is a very expensive meal to miss as you are charged in full. They will not seat you if you are late.

You can also take the bus from POP to MK, and then head over to the boat. The boat to FW drops off about a 3 minute walk from HDDR. But the boat doesn't run as frequently as the buses do, so the total travel time from Pop to HDDR could be in the 60 minute range.

An Uber ride would be about 30 minutes and cost about $10-12, but that doesn't mean a car will be immediately available and I've heard that drivers have a lot of trouble coming in and out of the FW area. Absolute best case scenario (no traffic, no issues getting onto the resort grounds, no issues being dropped close to HDDR) would be 45 minutes taking Uber directly there from POP.
 
Rideshares and taxis have to drop off passengers at The Outpost, where they then take an internal bus to Pioneer Hall. Only MinnieVans are allowed inside the grounds.
