Assume Ed is correct, and Disney's contract with MCO requires the transfer of all yellow tagged bags.

Isn't Disney at fault for implying a rule that Disney is contractually prohibited from enforcing?

Originally one of the FAQ indicated all yellow tagged luggage would be held at MCO until the guest checked in at the DME welcome desk.


And the above is one of the reasons the FAQ's may not be totally correct. From the start luggage was taken to Delta shipping and sorted out, at which time it was than put aboard a truck and shipped to Disney. The system that is in place now was in place at the beginning of the DME. Disney never held baggage until the guest checked in at the Welcome Center. The back-up and administration would have caused to many problems. It was kind of a "FIFO" system.
