Magical Express late delivery

My daughter is getting in right at 10:00 P.M. I know that they don't deliver after 10:00. We are wondering if they put everything they need in a carry on bag for the next day if they could go ahead and use magical express tags and have them delivered the next day.

I wouldn't recommend it. Here's what will happen: the bags will go round and round on the carousel and, if they aren't stolen by someone, they will be taken to the unclaimed baggage office. The next morning, they may be picked up by the DME people and delivered. Or they may get buried under other unclaimed luggage and misplaced for a while.

Have her just take them to the bus herself. She can then get them when she gets off the bus and be done with it.

Having everything you need for the first 24 hours in a carry-on bag is always a wise idea when flying. You never know when your checked bags may be misdirected. But no, she shouldn't put the yellow tags on her checked bags and leave them. That is a great way for them to get lost or stolen. Your daughter needs to leave the yellow tags off and pick them up.
