It's a whole process.
First you have to get the Dive Magic Pin by doing the Ship/Shipwrecks Quest..

Then you need to get a car magic pin and get an Autopia license and by doing the Lights Motor Action Quest.

Then you need to do the Space Suit Quest.

Unfortunately, yes. It used to be open to everyone, but VMK changed that when they opened Tomorrowland last year.

The Inner-space shop is where the Quest Kiosks are sold. I always thought they made you go through those 3 quests to get the magic needed to get into the InnerSpace shop so that you would be worthy of buying a Quest Kiosk (i.e., you have a clue about vmk) and you would have seen 3 quests so know what goes into a good quest.
