I'm going to WDW in a couple weeks with just my daughter and staying on-site. I'm also going again in May with our entire family (my wife and all three kids) and staying off-site. I had the idea that I could add the entire family to the first trip's on-site reservation (even though there's only two of us checking in) so that I can get Magic Bands for everyone that we can use on our second trip and not have to buy them for the rest of the family in May. I'm sure there's a fatal flaw to my plan, but I can't think of what it would be. What am I missing?

Wouldn't there be restrictions due to onsite's room type occupancy? If it's a standard room for 4 people, they wouldn't let you add more than four I thought.

You are really asking a loaded question due to the simple fact it is dishonest. Just be prepared for responses you may not like. ;)

Regarding your trip in a couple of weeks, if you have anything tied to your reservation (dining plan, tickets, etc) that is a part of your reservation, you will be required to add it for all members on that reservation.

You can't add 'everybody' if the number of people you want to put on the reservation exceeds the room capacity. So if you are in a value with a room capacity of 4, only you, your daughter and two other people could be added to the reservation to order/customize magic bands.

If the room capacity works and it's a room only reservation it'll work.

But you would never have to have (and especially *buy*) magicbands. They aren't a necessity. The only thing they are needed for is one or two bits of photo pass (err, memory maker) and you would have your band from the first trip to work for that if you even want that perk.

Adding more to your reservation gives you the option to have someone else make the trip that you aren't presently planning on. It's a contingency, nothing dishonest about that. (Though, as noted, you may have to leave someone off for capacity reasons. Best option may be to allow all three kids to get bands, and trust mom to handle her own card-based media.)
