I purchased a resort under my name and with my card and I will have an annual pass. My friend is joining me at the hotel and buying her tickets online. Will she get a magic band since she is a part of the hotel reservation? Or will she only get one when I add her tickets to the MyDisneyExperience Itinerary? Or does she not get one at all?

As long as friends info is on room reservation and she orders one she would get one. She will need it to get into room. And of course park tickets wil also be on band.
Has she set up a MDE acct?
 

I'm the one with the MDE account. So would I have to buy them for her? Or can she buy them under my account? Or do I add her ticket number to my MDE account?
 
Even without the tickets on the account? I'm just confused how that would all work.

Tickets have nothing to do with it.
Disney resorts no longer use "key to the world cards" for your room key.
Instead they use magic bands.
Each person that is listed on the room reservation receives one.
You should be able to look under your magic bands and card section of MDE and customize them until 31 days prior to the trip.
At 30 days they will be customized and within 24-48 hours after that they should ship.
If she has her own MDE account she may have to use her account to customize her band.

I'd be sure to have her purchase and link her ticket prior to your FP+ window opening so you can be all set with that.

One way to handle this is as follows:

1. Your friend would create her own My Disney Experience (MDE) account before she buys her ticket
2. You would invite each other to share as family and friends
3. Once you can see her as a friend in your MDE account then you can add her to the reservation. She will then get the option to customize her MagicBand, or you can do it for her.
4. She would buy her ticket and link it to her MDE account
5. You will be able to see her ticket in your MDE account once her ticket is linked
6. Her ticket will be linked to her MB and her MB will work to open the resort room door.

The benefit of having her create her own MDE account is that she can charge things using her MB and her credit card instead of having everything go to your account. :)

Don't hesitate to call Disney for help with the set up . They are very helpful. :)

Everyone listed on a Disney resort reservation receives a magic band, free of charge. No need to buy anything.

Keys to the World still work and can still be issued at the Front Desk since some guests don't like to wear the MB or other reasons.

We always get them for everyone in the group. One for my wallet and one for my wife to add to her small travel purse. The KTTW card has saved us a couple of time when someone leaves the room late and forgets to put on their MB. It saves a trip down to the Front Desk to get one to get back into the room.

Note: the KTTW cards are RF enabled for Tap points so can be used if a guest loses their MB in a park.

My goodness. I understand that you can request a KTTW card but as a general rule they are no longer what is used and no longer what Disney hands out as a room key.
OP was very confused as to why their friend would receive a magic band whether they had purchased a ticket or not so I was to convey in a non complicated way that magic bands are "the new" KTTW card and since they are that means its what opens your resort room door therefore everyone in the room would receive one regardless of having a ticket or not.
I think we should be keeping this simple for the OP's sake.

BTW IDK how often I'd forget to grab my card before leaving thr room because when I'd use it to enter I'd just set it down instead of taking the time to put it back in my wallet and then putting my wallet back in my bag so I wouldn't forget that but since the introduction of magic bands I have it on fromthe time I get dressed to the time I get undressed so I never have had the issue you've mentioned.

Nothing is on the band. Everything is linked in MDE and the band just accesses the info.
If you want your credit card linked to your band and hers linked to her band yes you can add separate credit cards for charging privileges at the front desk.
 
Once she is added to your reservation, you can personalize the magic bands for the trip. They will be mailed to you if you order them through your MDE.

But yes she can set up a room charge account once you guys are checked in and at the hotel.
