is this normal?? I cannot choose Test Track and Soarin in the same day for FP…

It's been said many times and will be said many more. Rope drop is the antidote to FP+. When used in conjunction, they can be powerful tools. But the idea that FP+ allows one to stroll into a tiered park at noon and enjoy everything in a whole new manner is pure fantasy.
I don't know that anyone suggests such a thing is possible under fp+.
I agree.That's how it works as others have said. Best option I think is to fp+ one, ride the other at park opening when the lines are not bad at all.

Seriously? With all the noise and chatter over the past 14 months, you never saw anyone post here that "FP+ is great because we can sleep in and don't have to make Rope Drop"? As for it being true under FP-, I could arrive at Epcot at 10:30 in the morning and get FPs for both Test Track and Soarin' in the same day. Easy. First FP pulled at 10:40. Second FP pulled when the next window opened (usually 2 hours later). It really wasn't hard at all. Two headliners. No waiting. Now if I want those same two headliners with no waiting, I have to make use of RD. I'll admit that we never strolled in at noon.
Not sure I see where the problem was.Our family likes the parks better at night.... Well I would consider myself lucky to even get a FP and when we did it was not til in the evening.

All true. But compare that to today. Arrive at Epcot at some time other than RD with a FP+ for either Soarin' or Test Track. Encounter a 70-90 minute wait for the other. Me? I'd take the 12-3 FP- and the 6pm FP- any day of the week over the current scenario. Or.......arrive at RD, which was the whole point to my first post. RD is the cure for the problem that FP+ presents. (Just as it was for the difficulties that FP- presented).But here's the thing on this. Parks are more crowded. Based on current crowds, if you pull a FP for TT or Soarin at 10:40, you're not riding that until 12-3 pm most likely. Pull the next one at 12:40 (or later if you're not right there that moment), you're not riding until 6pm. I remember many times during lower crowd times that by mid-day you had to wait hours for your fast pass. So now I have to make a choice - do I head to World Showcase and have to trod all the back to Soarin when it's my time? Do I force myself to keep busy in the front of the park till it's my time?
See? We agree!!When we go in lower crowd periods, we do Soarin at RD, usually on w/i 5 minutes and then head to TT. Usually no more than 20-30 minute wait at that point and even if it's more - it's likely the last line we're on in Epcot that day.
