Because of a new Federal Transportation act, Orlando/Orange County must create a mass transit plan within the next two years to qualify for any Federal funding over the next 10 years (otherwise, no funding for 10 years) The first route has been approved by Lynx, the company that handles bus transit for Orlando/Orange County, and will most likely be an electric light-rail line servicing the WDW and Seaworld area. The second line will most likely connect the convention center with downtown. Couple this with the FL five-point mass transit initiative that was voted on in the 2000 general election, and FL could be much easier to get around within the next decade. The State system will connect Orlando, Miami, Jacksonville, Tampa, and Talahassee via high speed train and is on a similar time frame as far as development to the LynxRail plan (we'll know for sure what both will look like, how much they'll cost, and how long construction will take within the next two years.)
 
We'll have to wait and see how useful a transit line from the WDW area to the Sea World area is to WDW guests arriving at the airport.

Would there be public transportation from the Sea World end of the line to the airport?

I turned on the TV in the middle of the report. Sea World and WDW will be stops along the first line, but I'm not sure where it will originate. I think it'll probably go between the Airport and WDW with stops at the convention center and Sea World, making the convention center a hub of sorts. Also, the land East of SeaWorld (across the street behind Kraken) is being advertised as commercial land for lease as part of "SeaWorld Center" AB land is offering it...
