Luggage tags on bags-flight now delayed

My brother is at the airport in Manchester, NH. His flight is delayed and now he will arrive after 10pm (was supposed to arrive around 9). Magical Express tags are already on the luggage.
Does he still just go to the magical express desk since the tags are on the bags or does he pick up his luggage at baggage claim? Will the luggage even make it to the belt if the tags are on the bag? They have stuff in carry on for tonight. He just wants to do the right thing.

Okay, here's the more (just wanted you to get him the basic information in case he has to turn off the phone while I'm typing ).

There are no CMs on duty on the tarmac after 10 PM. Even tagged luggage will appear on the baggage carousels - the airport's ramp agents don't differentiate. If for some reason he doesn't pick up his luggage, eventually the airline employee responsible for misdirected luggage will pull it and place it near that office or counter. It may get locked up, it may not. If it stays at the airport overnight, Disney will (should?) get it in the morning and send it over to the luggage sorting center, where it'll be treated just like the luggage that arrives in the morning.

But... whenever possible, it's smart not to leave one's luggage unattended He should, and will be able to, pick it up himself.
