How does this work when you do not have a vehicle? Are there any services available to move your luggage over?

Luggage can be moved from one resort to another. BUT it won't be available until 4pm, regardless if your room is ready.

You can arrange for your luggage to be transferred with bell services. Call them the morning you change resorts and leave it just inside the door. They will move it during the day to the new resort. If I remember correctly, you'll need to call bell services in the afternoon at the new resort and it will be brought to your room.

They won't move it unless you are there to take the luggage move tags...at least as of last week. They can't take responsibility of luggage unless a person is there to sign off, yep, ten bags going to xxx. Quick process, but you have to be there at both ends. Only ME will put luggage in room without a person being there. Oh yea, they will move groceries too. Just bag appropriately...cold stuff, so they put in refrig in the luggage room, and normal...must be in bags, so save the bags groceries come in, where ever u get them from!

So I have to take it to bell services myself, sign off on it and then be there to accept it at AKV? How am I supposed to know what time? Can I be in the room and they will just call me?

No just call bell service before checking out of your resort room and let them know you're transferring your luggage to another resort, once they come you will need to walk down with the person to the bell service desk so they can sign off and confirm how many bags and which resort your bags will be transferred too, very quick process less then 3 mins the most 5 mins. Just beware that transferred luggage can take up till 4pm to reach the other resort.

Later that day once you arrived at your new resort either walk over to the bell service desk or call them from your room and request for your transferred luggage to be delivered to your room. ***Please note unlike with magical express***, you MUST be in your room in order for them to bring up your luggage.

The adult being present is an agreement between Disney and the unions to increase the amount of tips. DME has a tip included in the service for the Bell People so you don't have to be in your room.

Every time I've transferred luggage the bell services person has provided tags to me and noted the number of pieces. So the signature part is new.

However, I don't see the point in accompanying them down to the desk & if I'm going down anyway, why wouldn't we just bring our luggage with us?

Continuing on from my above thought - if I'm doing the work to bring my luggage down to where it's loaded anyway who's left to tip? I'm pretty sure the person I meet down there would simply give me the tags and pop the suitcases in a cage that someone else does the work to transfer. Tipping the bell service person at my room makes sense - tipping him at the bell desk... not so much sense.

When you think about it tipping doesn't make sense anyway. The people that get tips and the ones that don't, the fact that employers pay less because tips are considered part of the pay. The fact that many expect to be tipped and they go out of their way to make you feel uncomfortable if you don't tip.

I tip because someone went out of their way to plus my experience, not because others tip or because it's expected.
