Is Mickey at Liberty Tree Tavern during MNSSHP?
If not, can he be found anywhere dressed up in costume during the party?

no, mickey isn't at LTT. and the 'costumes' they wear at LTT aren't the same you'll see them wearing in the park (well, Minnie anyway).

Mickey has meet & greets in costume at the judge's tent. the past couple of years he's been a scarecrow.
