Lost ability to use features in text box

I no longer have the ability when posting as new, or replying to a post, to use the in post features such as bold, italicize, and inserting pictures. They are grayed out (see attached screenshot of me writing this post). Any idea how to get this back?

Also, did something else change? When I click reply or quote, the area I’m quoting does not look the same either. It has QUOTE in the beginning and end and is in plain text.

I’m using the website on my phone, not computer, if that makes a difference.
