Losing Disney Dining Experience card

Just got back from a weekend excursion to Disney. I had planned an adult only weekend for my DH and I to enjoy. Prior to the trip, I ordered the Disney Dining Experience. Because the card had not come in yet, I was able to pick up a temporary at Epcot Guest Relations. We had a wonderful dinner at California Grill and was able to save 20% with the card. It's great! It basically pays for the tip. The following day, Saturday, upon entering Epcot, a gust of wind took the card from my hand. The card literally disappeared into thin air. I went to Guest relations and was told they could do nothing because the office was closed on weekends and to go and "Check in the bushes!" Needless to say I was quite upset, so my tip to all....."Don't lose your Disney Dining Experience card on a weekend because the office is CLOSED! Check in the bushes if you should follow in my footsteps!" Oh and by the way, have a magical day!
 
And now, they are charging $25 for a card for a second family member! :furious:
 
How do you get one of these cards in the first place? Does it cost anything, or is it part of the meal plan?
