The gospel according to Judy (CM at CRO) is that when renovations are complete 1500 & 2000 will remain partials, 1600-1900 will be full-hookup, 100-300 will be preferred, and 400 - 1400 will be premiums. The gospel also relates that 300, 1600, and 1800 will be pet loops. All other reports are non-canonical and are to be taken with a grain of salt
Shan-man is quoting from the New Standard American Living Revised Version Second Edition.

I have no doubt that there will be further amendments to this.
The bottom line is that there has been a lot of conflicting information, and even what appears to have been the official word from the Fort has changed. The previously announced renovation schedule has not been followed as far as the order of the loops that were to be worked on or the dates of completion. While the renovations have been going on, some folks with reservations for preferred campsites have been placed in sites in the 1600-1900 loop. This suggests that management originally intended to try to pawn these sites off as preferred sites, because they now have cable. I never thought this was fair given the inferior location of these loops, and it appears that the Fort management has backtracked on this. That is a good thing.
While the renovations continue, some of the original preferred loops (700 and 1400) have still not been touched. So, I would think that until those loops are renovated, those sites are still going to be classified as preferred.
But, the 900, 1000 and 1100 loops, which were originally full hook up, now have cable. As far as I know, management has not tried to call these preferred sites. So, someone with a full hook-up reservation could be placed on one of these sites, and pay the full hook-up rate, even though these sites are actually in a superior location to the 1600-1900 loops.
To sum all of this up- until the renovations are complete (which should be by mid-2009), the only thing that you can count on is that 100-300 are definitely preferred, and 400, 500, 800, 1200 and 1300 are definitely premium. It looks like the 1300 loop is being finished now. I have not heard what loop will be done next.
