In America at the funnel cake stand. I believe it's on the Japan side of America on the edge of the walkway.

I just checked the Food and Wine app (a great app for the EPCOT food festivals, not just Food and Wine - it’s called WDW Food & Wine in the Apple App store). On the map it shows it near the Japan pavilion.

EDIT: Nevermind, I guess it’s the American Pavilion.
