Quick question. Is there a fee to use the lockers at the rides at IOA?

The lockers at the rides that don't let you carry anything on (Forbidden Journey, Hulk, etc.) are free for a limited time - usually 2-3 times the posted ride wait time. The bigger lockers at the front of the park have an all day fee.

Thanks. I should have been more specific and indicated that I meant the ones by the rides.

There are lockers by some rides that don't require you to use them, such as the water rides. You have to pay for those lockers.

If we have express passes, should we be able to ride a ride two or three times before retrieving our items from the locker (without having to pay)?

It depends on how long the Express Line is and how much time the locker is good for. It is stated on the locker screen that they are single entry only, so if you ride multiple times and go over your time you will get charged.
