LLSP from other park?

I’m pretty sure this question has been answered previously but I can’t find it now. Can you purchase a LLSP from the other park before 11:00 am? I mean by selecting a ride time after 11:00.

(I hope this isn’t a moot question tomorrow; Rise has been down all day today. )

Okay, here's what happened:

After I entered DCA, I went to the screen for RotR on the DL app and tried to purchase a LLSP for after 11:00 a.m. It said that the earliest time available was 10:15 a.m., so I was hopeful that the app would let me choose a later time on the next screen. But no such luck; it said I wasn't eligible. So I had to wait until 11:00 a.m. to even purchase the pass.

BTW, RotR is very impressive! With everything that goes on in it, I'm not surprised that it goes down a lot.
