I know one can "bank" transferred points because I have done so in the past, but I seem to recall that one cannot "borrow" transferred points. Am I correct that you cannot borrow transferred points ?

Correct. You cannot borrow transferred points, only use current year or bank.

Rule is that you can transfer points, once in or once out, but not both, in any one use year. At any given time, you can transfer points from the use year you are in, or the next use year, or both (that would still be only one "per use year"). You cannot transfer already banked for borrowed points, but you can bank points that have been transferred to you as long as you are within the applicable 8 month banking window of the use year of the points transferred to you, i.e.,, the 8-month banking window depends on the transferor's use-year beginning month, not yours. You cannot borrow transferred points.

Just make sure if you transfer in, any points you transfer are the same UY or prior from when your intended reservation start date (as you recalled correctly, you cannot borrow transferred points to make reservation). So, say for a June 2020 trip, points transferred in much be June 2020 UY or earlier. Any UY points from June 2020 cannot but used for a June 2020 reservation or earlier.
