Watcha think? Characters or convention refugees? I don't see convention badges but walking with a drink in hand and phone distinguishes them from cast members. They certainly are dressed up.

It makes it very busy!
We hit it on a super busy day......Dapper Day, last weekend of Food & Wine and last day of Jersey Week. We did out dining and fast passes and left. You could hardly walk there were so many people.
