Let me get this straight: paying bag fees for RAC

If I'm reading the blue billion threads about baggage fees and Resort Airline Check-in correctly, it would seem that I should NOT pay my baggage fee online as part of the online check-in process, but instead call the BAGS number and pay that way.

Is this correct?
