While you make a good point, the OP asked if the food was just OK or great. I think the top rating at least helps answer that question. If that number was all about atmosphere & service, the rating wouldn't be near as high.
So the food is great at Chef Mickey's which gets nearly as high a rating as Le Cellier? I think the rating is "hey, give this restaurant a 1 - 10 based on how it lived up to your expectations - food, atmosphere, service and value." Chef Mickey's gets a great rating because the characters are great, the food is plentiful and decent. Flying Fish - my favorite restaurant at Disney where we've always had excellent service and excellent food, has only a 6 somthing All Ears Net rating - I suspect the fact that its easy to spend $300 is part of the reason. If Le Cellier is going to continue to exceed expectations, you have to have reasonable expectations. Its a great steak for the money. Its a not great steak compared to the one they serve at California Grill for $10 more.
