Does WDW have a spot that I can buy a leather jacket and then have a picture painted on the back?

Don't know about buying and painting at Disney, but we bought a very nice leather jacket for my DH at one of the outlet malls in Orlando - it's the one near Buena Vista Blvd and/or Hotel Blvd.

Bought it at Wilson's Leather at that outlet - very good price.

We were surprised to see winter leather jackets in Orlando, but we bought it and shipped it home.
