Latest "lunch" time?

There really is no uniform "lunch" time for the Disney restaurants. Check the dining info on allearsnet.com. It will show the menus for the different meals and some of the times. Your best bet is to call Disney Dining and ask them for the latest time you can make a lunch PS at a specific restaurant.
