I know these come from some official source, and I appreciate your posting them, but what is up with these construction notes?

The whole Fort is undergoing the most radical transformation it has ever had in its history, and these people are putting up notes about repairing a broken sewer line?

I don't get it?

I have no idea. I get these from Mouseplanet, who has someone that searches the Orange/Osceola county permit records. Maybe landscaping and laying down additional concrete doesn't require a permit??
