With our 11 YO grandson in town, we just did PoC in the past couple of days. As we loaded I noticed that the last row of the boat was blocked off. Not just on our boat. It was that way for all the boats as they had that row blocked in the loading queue.

I'm guessing this is a reaction to the two recent incidents where guests injured themselves on this ride.

It was the same at Disneyland last weekend. As with you, my first thought was that it had to do with the two recent injuries.
 
You know now that I think of it that happened in DL too. We rode it the day after the last accident and we were not allowed to load into the last row and the other boats were the same way.
We were on a tour and then they said to our guide with us, that she could go back there.
 
Sara, didn't this happen when we were there too? I vaguely remember a rope or something similar along the back seat.
