Laptops on carry on

It just says laptops, does this mean they can be in the typical laptop bag? We are flying this afternoon.

I saw a news report where one passenger interviewed said he was told just the laptop - no bags or accessories. But then when he asked another security officer, he was told that the bag was okay. It's confusing because the new release from TC is very vague... I'm also interested in the small purse. Can we put things like cell phones and wallets in there? It's really hard not being able to pack a carry-on in the middle of winter...
