Yes. And if you want to be there for rope drop I would get the earliest time possible - probably around 7:30 a.m. so you can have a relaxing breakfast and have time to get to a spot in front of the MK to get a spot to watch RD at least 10-15 minutes before 9 a.m.
Or, you can skip Kona and go to Captain Cooks (CS) and get Tonga Toast there. No reservations needed, but they didn't have the Strawberry stuff on the side there.

We like doing that too. Captain Cooks is located on the 1st floor, below Kona. They also have a self-serve Dole Whip, but it only does pineapple, vanilla, or pineapple/vanilla swirl. We usually stop there for both Tonga Toast and Dole Whip - occasionally for the same meal
It's never a bad thing to have a restaurant reservation at WDW, and at the busiest times of year and day, you might even need it for breakfast. But I don't think I've ever needed a reservation for any non-character breakfast anywhere in the resort.
