Every safari ride is different and I've heard pros/cons for both. With that said, we saw more activity at our evening safari on this last trip than either of the daytime safaris we did during the same trip.
That's a toss up for sure. 11 am is HOT in September, so you'll be hot and the animals will be hot, so not moving much.
7 pm could be right after an afternoon thunderstorm, so who knows what/where the animals will be doing then. It can also be very muggy after one of those. Depending on whether you're going first of September or toward the end, sunset is still AFTER 7 pm, but closer to 7 towards the end of the month.
