How do you keep your cameras, cell phones, etc. dry? Do you think putting them inside plastic baggies and then inside a fairly waterproof carry-all bag is sufficient? I know for a ride like Kali River Rapids, there are lockers, but for rides such as Splash Mountain, would a plastic baggie (inside another bag) be enough protection?

We put everything in our backpack and it stays dry with no problem on any of the rides you mention. It is canvas, not waterproof, but we haven't had any problems. We just bought a new and expensive camera, so we may do the plastic zip lock this trip. Also, if you have a bag that can be sprayed with the waterproofing used for boots, tents, etc. that would probably work really well.

Plastic ziploc type bags have always worked well for the items you mentioned.
 

For the past two times I've gone to Disney World I've used the Gallon Sized Ziploc Freezer bags to protect my valueables. My Canon XS goes in one with the lens and the other things I don't want to get ruined and in another goes my cell phone, wallet and other essentials.
