From about 20 miles south of savannah to exit 30 there's been extensive road work going on for a LONG time

It looks like they'rere-paving the road but all I've ever seen is signs and cones in the road

there's no paving. the roads are smooth! (well as smooth as georgia roads will ever be) just cones, signs, and closed lanes.
