At the beach club, there is indeed watercraft rental.

Sorry for the misunderstanding, I read it as mouse boats at Epcot.

As for the original question on reservations, I don't know for this resort. I do know that at the Contemporary, I never had to make a reservation for the water boats. I haven't been on them in a couple of years however.
